The Ohio Attorney General’s Office and the Cuyahoga County Sheriff’s Department in the summer of 1993 sent letters to 3,000 fugitives, at the addresses indicated on their outstanding court orders, saying that each was the winner of a prize of $1,400.00. All
were told to make appointments to pick up their checks at the State Office Building.
Upon being put in handcuffs when they went to pick up their checks, some people found it hard to comprehend that the government would deceive them. In fact, the Federal Marshals Service in Washington has caught thousands of fugitives and criminals in similar sting operations since the early 1980’s.
