Chapter 5 drugs of abuse: as first presented in chapter 1, psychoactive drugs broadly fall into two categories: those intended for instrumental use and those intended for recreational use. In 1970, the controlled substances act first described drugs of abuse as controlled substances. The act required the legal regulation of certain drugs with abuse potential, and it led to a classification system of controlled substances schedules for ranking drugs by abuse potential and proven medical uses. This act led to a classification system that still exists today.
