President"s commission on law enforcement and administration of justice, 1967: Looked at the sequence of events in the cj system. Model focuses on the sequential decisions and stages of criminal justice. A path diagram showing how cases are processed to a final disposition. Most cases terminate at some point prior to the final stages. Cases are organized from least to most serious. Least serious, high frequency offenses are at the bottom. Serious felonies (real crime - violence and interaction with other people) and other felonies (ordinary crimes) are in the middle tiers. Red ball/celebrated cases, very low frequency, are at the top tier. The most serious are going to get much different levels of attention than are the lower levels of crime, the media is part of every facet of decision making. Produce general deterrence (hopefully)
