They must know what questions to ask, asking the right set of questions is the most important part of collecting information. Just like learning any new skill, the person needs to practice. Just by observing and asking questions you wouldn"t have asked before. Then slowly begin to make more specific questions, and creating a hypothesis, testing theories, and so on.
