Progressivism and its legacy: progressivism, progressive reform in early 1900s was a direct response to late 1800s corruption, key impetus. Wilson"s politics/ administration dichotomy (1887: goal: clean up government and make it efficient, democratic, egalitarian, sought electoral reform. Direct election of senators, women"s suffrage, instruments like referenda: focus on scientific management. Rationality, base government on principles of science (i. e. not open to human interpretation: municipal research bureaus inform policy, centralize public management, gulick and taylor. Standards, routines, order, efficiency: robert moses. Worried about human imperfection impeding good government. Bureaucracy: the administration of government through departments and subdivisions . Bureaucrat: an official in a bureaucracy, especially one who follows a routine in a mechanical, unimaginative way, insisting on proper forms and petty rules: mary parker follett. Good officials don"t make a good city. Cant reform politics from above; it must be done from the grassroots level.
