Even the most ethical person may have trouble in an un-ethical organization. Organizational structure needs: clear accountability, collaborative arrangements, channels of dissent, participation. This is the tangible atmosphere in an organization. Three key things: exemplary leaders, norms for ethical conduct, symbols reminds people to act ethically. Ethical individuals in ethical public agencies don"t operate in a vacuum. Society must demand responsible behavior from public administrators by: participation, laws and policies, ethical administration, public administrators are more likely to gravitate toward law and duty responses.
