Women"s housework hours have decreased over time since their full time employment has increased. Father"s housework hours have increased over time (not to mother"s" level) but it has leveled off recently. People in themselves by years of education/experience on the job. Employers can"t judge productivity before they hire the worker, education and experience act as proxies for productivity. If some employers reluctant to hire women, smaller pool of women to choose from -> hire wages, but people willing to hire women will have a smaller wage bill. Human capital theory = pay determined by productivity, education/ experiences act as proxies, discrimination is costly. Problems with human capital hypothetical, pay levels set by other mechanisms, productivity determined by other factors. Social movements have been significant in reshaping gender. Culture and ideology (eg. asian american women, two spirited people) Importance of questioning division of public and private concerns. Primary areas were social efforts should be targeted = education.
