Changed relations with the soviets, post war. Soviets and us don"t feel the need to fight over countries in the developing world. New technology to verify if they"re reducing the weapons, leads to more trust. Provides framework so europeans know what other countries armies are like and reduce the threat. Still communist people but they disagree with the central leadership. Becomes head of russian republic, most important region in su. Republics want more say in what they can do in their own countries. Threaten that if this doesn"t happen they"ll just declare independence, su is at a weak point so this would be easy. Give the republics much more authority of what happens within them but still in the su. Some people see this as a betrayal. They put the su leader in house arrest. Yeltsin resists the coup and is coming out on top. Russia takes over the su duties and nuclear weapons.
