Austria refused to join (thought it was a bad idea) Less formal and more flexible than congress of vienna. 1820s- a lot of supporters of revolution who lamented the fact that the country was a monarchy. King charles x fired the legislator (balanced out monarchy and republic) and set strict censorship. Caused crowds to protest and form militia called a national guard. Took over the city in 4 days and started a new revolution but they learned from 1779. They invited a cousin of charles x to be new king-louis.
