Racial bars (formal) existed in many places and grow more intense in the 20th century. Formal language that all subjects of the british crown were equal. Britain did not have a formal definition of citizen until 1948. Cukc, citizen of the united kingdom and colonies. System in which britain benefited from mobility of labor. Continues to matter after wwii, because britain needed labor.
