Single test represents a very narrow view of student"s skills. Teachers spending too much class time "teaching to the test" The premise of head start: every child regardless of circumstances at birth, has the ability to reach their full potential. The whole child & the whole family. Components: education, health, parent involvement, social services. At age 40, more likely to be in the workforce, own home, have a savings account, less likely to be arrested. Emphasizes the education of the whole child.
