When she requested that the federal court issue subpoenas requiring production of withheld epa documents, solicitor. Ic is subject to removal by the ag and her powers are limited to investigation and prosecution which do not impact executive policy. Ic also has limited jurisdiction and tenure she"s an inferior officer. Congress vested appointment power in the judiciary and removal authority with the ag so it did not take any executive power for itself.
