Overtime people stop liking president: start off honeymoon phase then goes away, at times of national crisis or war there is a rally-round- the-flag effect. Formal tools to make policy on his own: executive agreements. Arrangements with other countries doesn"t need senate approval. Ex: how we ended the war with korea and vietnam: executive orders. Instructions to the bureaucracy on how to interpret and implement laws.
