Very few bills get passed in congress: gridlocked and slow, max. 150 bills are passed a year: why people don"t like congress. Power shared between institutions: both house and senate must pass the bill. Same version of the bill: president must sign the bill into law. But not necessarily: basically just hard to get stuff passed. Is this something the congress wants to spend time on: president can push it and make it an issue. But if congress does not want to do then need policy entrepreneurs. Do the leg work and push it through: ex: rep. john dingell and sed. Look at figure 6. 2 on page 211. Drop bill into the hopper: sent to standing committee for consideration. Chair decides whether to work on the bill or not. Need 50% of votes: sent to entire house to vote (or senate) Roll call vote on bill: 50% to pass. Unlimited debate and any amendments: ie no rules committee.
