All leaders of the united states/writers of the constitution all believed in one thing: that not all men could have suffrage (nonetheless women) Constitution circumvents controversy of voting by not including it. Everyone agreed there should be a property requirement for voting, but the real argument is over how much property, so the constitution writers left it up to individual states to decide the voting laws. Every state except vermont established a property requirement for voting, every state had a voting age of 21 years old, and every state had a residency requirement. The pennsylvania constitution just required its residents to pay taxes to the state the year before the election to vote, most democratic state. 60-70% of white men and a small percentage of free black men voted.
