We currently favor diplomacy > multilateral intervention today. Sacred: territory, status, population; not on the bargaining table; not tradeable. There are ways for states to communicate what they care about. Diplomacy says that sacred things are very small, and wars come from the mundane category (things that can be shared, traded, or split) So just need to find a way to trust that the other side is telling you what they want. Trying to figure out how states can convince other states that they"re trustworthy. If there"s an overlap, there"s possibility for agreement/diplomacy. Communicating resolve in the form of a bargain. A way for someone to find negotiation settlements and avoid costs of intervention. Diplomats find negotiated settlements; provide side payments to encourage agreement. Side payment: provide a good outside of the one you"re fighting over (trying to convince other side to give up their sacred good) Make sure both sides follow through on their promises.
