Policy (mandates): make public laws and rules that support healthy behaviors. Environmental change (access): create safe and satisfying physical and social environments across the multiple settings in which people live, work and play. System change (organizational): create services which change the focus from treating indicated and selected at-risk populations to services that also prevent risk and promote the health of all people.
