Schweller offers a definition of the international liberal order. He agrees that the us pays too much of the costs and other countries are just freeriding (not doing their fair share of the work). Those against bilateralism believe that it is less efficient. Countries can work better in smaller groups and make more specific agreements. Schakes agrees with schweller that there is a liberal order, but does not like trump"s actions against the order. She believes it is weakening our connection with our allies. She also argues that we benefit, even though countries are not contributing as much as they should, because it encourages cooperation and investment from other countries.
