Things are moving (trade, import, export): this receives widespread support. About 1% (64 million) people had to leave. Only 3. 3% of the world"s population lives outside their country of birth. Moving across national borders means a lot of political issues are tied in and need to be considered. Pritchett (economist): exclusion is based on ideas, beliefs. Difference between right to immigrate and rights of immigrants. Non-citizens not allowed to vote in national, but are able to vote in local/state.
