Development occurred in the 2nd phase of state of nature. Rousseau seems to have stage sense of how reason was developed & evolved. Man starts to develop reason but is still instinctive in 2nd stage. Faculties developed at the time of agriculture. In earlier stage there is reason, but it is more instinctive/intuitive. More reactive in the beginning before progression occurs. Look for some sorts of insights into the world that we live in. Want to use rousseau to understand the world around us. For locke man is always driven by reason but for rousseau reason develops later on & is part of the degradation of mankind. Another way at looking at reason & the development of the mind. Rousseau calls common sense beliefs into question. Remember the school of the cardinals with catholic church example. Society seeks to will the general will. Get people to identify with the whole & think about what is good for us.
