(summary) Introduces what the cover letter is for: attached is a system change proposal that : analysis of why should be in the document, conclude in a friendly / professional tone. Think about what you"re trying to change in multiple angles: customer satisfaction, marketing / sales, business models, competitive edge, risks, implementation / operations. Example: propose a change for an android feature. Do your research on other mobile os and see if they have the feature. Look through business articles articles, tech blogs, etc. How are they going to fix the problems: details: be as specific as possible without writing an instruction manual.
