Larger problem for us than other countries that look similar. Something that no other country has done. Something that us had never done in the past. Less died in war zones in middle east than in chicago due to violent crime. Added about 2 million people to prison + jail pop. in one generation. Ca -> spend more than billion this year on state prison system. Violent crime becoming part of landscape of american society. Inner cities in us called war zones . Far + away worst level of violent crime of any country in advanced industrial world. How do we know whether crime is good or bad, whether crime rate is high or decreasing, what crime rate is etc. Federal gov. releases figures on crime rates as it does every year. 2016: violent crime rate up from where it had been in 2015. Lots of crime -> on surface something is not working.
