Many areas did not even have a 4th channel! Most early tv sets could not receive uhf signals. Manufacturers were reluctant to produce expensive uhf compatible sets. Fcc would not issue a mandate; deintermixture policy. Hundreds of uhf stations went out of business. With combined technological (uhf signal reception), economic (financially unstable affiliates), and regulatory (no compatibility mandate) problems too much to overcome, dumont network dies in 1955. The big 3 survive: most cbs and nbc station affiliates were on vhf band, abc hung on with a combination of vhf and uhf affiliates, america would not have a fourth network for almost 30 years! Independent uhf stations struggled to survive: 1986: rupert murdoch creates fox. Why didn"t fox fail: 1962: congress finally mandates that all tv manufacturer"s sets sold in the u. s must receive uhf signals. Still took decades for consumers to buy new sets: rupert murdoch had the financial deep pockets to sustain huge losses for many years.
