Who participates is as important as how many people participate. Voting can be irrational, cost of voting can be high and so many other people vote that the importance is diluted. Complexity in registration creates bigger education gap in us. Educated and richer people vote more stronger civic duty and more resources. Age also increases participation more responsibilities and therefore more valuable to vote (slightly) Politicians gear their platforms more heavily towards older people. Small gender difference in participation: women more active in campaign activity. People who feel that they can make a difference are more likely to participate.
