In maryland, state policies favor restricting additional development and increasing densities by using various zoning policies. In oregon, by state law, cities must install a growth boundary to prevent development from expanding too far out. Thus it hurts especially low income housing consumers: the ugb can drive out of the urban area, population and jobs who could move to other cities or to small towns outside the urban area with a ugb. This can cause longer commuting times and more sprawl in smaller urban areas that do not have ugbs.
