States are the fundamental units of government in american federalism. 2nd amendment does not apply to state governments. Zoon politici - aristotle called us political animals. Political science - application of the scienti c method to understood this part of humanity. Politics: anything related to government, implies electoral competition, negative connotation, of cial de nition - authoritative allocation of values. Kinds of politics: elections, instruments of government, tribal and preindustrial societies, family unites, clubs and organizations. Political science - understanding collective action problems and how they are solved. Prisoners problem - when presented with a choice a person will make the choice that is good individually regardless of whether it is bad collectively. Government acts as solution to collective action problems. Government must be able to wield coersive force in order to function. Government - monopoly on legitimate use of physical force in geographic area. Most countries have unitary (connected ) levels of government.
