There are many different features of state legislature: Legislature is a systems that has unique culture with its own rules, norms, and traditions, used to make sure everything is under control. There is a reliance on the expertise of others due to not everyone being able to know about everything going on. Certain parties have more legislative power to push certain things through in the legislature. State legislatures do not get as much respect as those that are part of congress. Developments of rules, patterns of behaviors and organizational structure. This is enabled by: the stability of membership, more veteran legislatures that know what"s going on and have an idea about more things than newer people. Increased complexity of rules and procedures: starting to multiply rather than simplify. In less professional legislatures, citizens are a large part of the legislature being able to volunteer with little salary, and being able to serve 1-2 years.
