Modernized counties are ones that have changed their organizational structures that is shaped like a city government. Counties are empowered to do most all things. Functions of counties, in common- law enforcement, waste, health (either traditional or modernized) Functions are the same just the organizational structure. Modernized counties tend to be a larger county of population. Unlike counties were you will always be, you may not always be in a m. M usually means cities, but does not mean that the city has to be big, it can be a small town. Not all places in the us are incorporated. Counties are default level of local government, m are not by default, and they have to be created. Once m are incorporated, they take over primary government authority and function. First m in american were established in the 17th and 18th century. The first m was the city of york in the masscults colony.
