National gov"t has limited power but can work through states (marble cake) and regulate states local conditions. 1960s - (cid:374)ot (cid:272)ooperati(cid:448)e a(cid:374)(cid:455)(cid:373)ore, (cid:374)o(cid:449) ad(cid:448)ersarial, states do(cid:374)"t (cid:449)a(cid:374)t to (cid:272)ooperate (cid:449) everything national gov"t wants them to do b/c their power is more heavy handed now. Categorical grants - gov"t hands down money to states as long as they fulfill given conditions. 1980 - campaign to raise drinking age --> congress decides that they will attach condition: you won"t get your highway funds unless you raise your drinking age so now drinking age in all states is 21! Unfunded mandates - when national says we need you to do this to state, we are only going to give you part of the money or none at all, but you still have to do it. Nixon/reagan switch to new federalism - concerted effort to return decisions back to state level.
