Managing the security dilemma and preventing international conflict. Aims to make war less likely/less destructive. Wars often start not out of a desire for expansion, but out of fear of what could happen if their enemy strikes first. Cold war: in a crisis, both states would be tempted to strike first, yet know that the other wants to as well. 1972 salt-i treaty between us and soviet union limited the number of nuclear weapons. Treaty on the non-proliferation of nuclear weapons: agreement among states without nuclear weapons that they will not attempt to obtain them, subject to inspection. 2015 iran nuclear agreement: limited iran s nuclear weapons in exchange for end of economic sanctions by us, eu, and un against iran. *liberals think these levels are more important than realists. Sovereignty = rules about territory diplomatic practices and country/empire boarders. Liberals think ahead vs. only one step ahead. Napoleon-> congress of vienna (1815)-> berlin conference (1884) = established.
