Necessity is that older convicts in normal prison life pose special problems for the prison: they don"t get around as well. Cant easily walk up and down stairs: require medications. Expense of an older convict can double the cost of keeping that convict in custody. They can abuse the medication, by selling, more vulnerable to get attacked for the medications you use, (more likely to get attacked because you cant defend yourself as well when you"re older) Social issues related to getting older, prison administrators don"t want to deal with this stuff, if you put them in the same prison things runs slower so by putting them all in one place it can run more efficiently. If you are older and you require wheel chairs, or other things, more things that the prison has to account for and issues stem from that.
