Race of victim better predictor of sentence than race of defendant. Extralegal factors are not as predictive as legal variables: gender and race two biggest extralegal factors, means all things are equal. Black/white variation in sentences reduced when legal variables control situation. Important to examine other minorities such as hispanics or other minorities. Sometimes grouped into white category, and does not really help with patterns of discrimination: what may look like racism is in fact the discrepancy between race classes. Historical considerations: african americans have been targeted. Disproportionately represented in prison systems of all states.
