Us legislators not only seek re-election but also advancement in the internal status of posts within the house. : need to screen candidates and disciplining legislators: controlling agenda so that the sharpest conflicts are never even considered on the floor. Majority party decides which bill gets voted and can prevent a bill from voting at all. Congressmen need to send a bill to be approved by a chairperson of the committee - chairperson appointed by the speaker. Speaker and the party gets to decides the what bill should be voted and not voted on. From the party decides: presidential nominations before and after reform. John aldrich said that political parties are just driven by the needs of ambitious politicians. Etc argued that american political parties are primarily driven by activated within the parties seeking certain policy goals. The long coalition would be stable because two winning legislators would have every reason to continue cooperating over all business of mutual advantage.
