Reform schools were opened for vagrant and delinquent juveniles. Reform schools opened in massachusetts (1847), new york (1853), ohio (1857). First state industrial school for girls opened in massachusetts in1856. Parens patriae was first tested in 1838 in ex parte crouse. The court ruled that the state has the right to intervene and provide children with guidance and supervision. Early reform schools were intended for education and treatment, not for punishment.
