Public issues: public matter, organizations of society"s institutions. Ex: city w/10,000 people -> a few unemployed -> personal troubles. City w/500,000 people -> lots of unemployment -> public issues. If we are going to understand the larger picture of consequences, we have to see how individuals are affected
