The germans used submarines to stop the flow of supplies to england, and they said that they would sink enemy ships with submarines. In 1915, the germans launched a submarine to the lusitania, killing many people. Some of the people who died were american, so theodore roosevelt was angered by the actions of the germans. Even though, the ship had some weapons, the president said it was the german"s fault. Wilson was frustrated at the germans and demanded that the germans stop this type of attack. However, as the war started to progress and the allies announced armed ships, so the germans attacked more ships. The germans felt that the united states were going to join the war with submarine warfare. In general, the sinking of lusitania brought submarine warfare during this time.
