New observations either support our model, make us more confident of our model, or the observations don"t support our model, which causes us to change our model: we never get to an answer that we completely trust. What determines solubility: like dissolve like, like in terms of polarity, polar solutes dissolve in polar solvents, non polar solutes dissolve in non-polar solvents.
