The european parliament adopted its name in 1962 before which it was the coal and steel. 1. a) the ep sometimes participates to policy discussion with the commission at the pre- proposal legislative stage. Commission may floot policy idea before ep committee or committee can suggest initiative of policy to commission. 1. b) the ep can formally adopt its own ideas for suggested legislation by adopting its own initiative report, a report initiate by the parliament itself. Since 82, the commission is obliged to follow up reports from the ep if it does not have any major objection. 1. c) the european parliament may by a majority of its members, request the commission to submit any appropriate proposal on matter on which it considers that a union act is required for the purposes of implementing the treaties. 1. d) annual budget cycle provides opportunities for ep to exercise influence.
