Businesses were just closing, states got no money because no one had income to tax. Western states were most a ected, they didn"t take loans. An economist john keynes predicted this, he said something has to step in and stop the spiral. Also said government can step in and do something and spend money it doesn"t have. Fdr had read keynes and puts his thoughts into practice. Fdrs new deal, make work projects and employ more people. Asked for temporary emergency powers to make changes and not have to wait for congress. The idea is if people have money they will spend it. This also brings electricity into the appalachians, this also adds a lot of infrastructure to the country. This was similar to what hitler was doing, just for di erent reasons.
