In a capitalist society, we value personal gain/achievements. Contrasted with emphasizing collective well-being/working as a group we look out for ourselves; doing things at the expense of others. Competitive struggle for lower levels to stay employed, competition to stay ahead. Assigns blame to street crime and divides working class. Functional to the rich and powerful if we point our finger at street crime; our attention is put onto people of a lower socio economical status. Poor people who we need to look out for, not the rich. Focusing on conventional crime diverts attention away from suite crime.
