In kind is primarily services: based on income (threshold measure) and assets. 18: tanf is unpopular because it tends to be for the undeserving poor, large incentive to work with tanf: earned income tax credit (eitc) you get money back if you are lower income for having worked. Largest program and most popular because you must have worked to get money back. Must have w2 (formal economy: general assistance (state and local) safety net for those who aren"t getting help elsewhere.
