His theory of punishment flows from becarria"s theories of crime. Rejection of arbitrary punishment of the feudal system. Death and torture as ineffective barbaric and inhumane. Law: social contract between state and people. Criminals: thinking, rational beings, seek pleasure and avoid pain. Deterrence: reduce rewards for committing crime and punishment should outweigh the benefits of crime. Prison cant be a warehouse anymore and we need to focus on rehabilitation, behaviour modification. Circular structure that was called inspection house . Applied in prisons, schools, asylums . the watcher can observe the many without the watched (the many) knowing if and when they are watched. Behavioural adjustment and rehabilitation and reintegration not spectacle, violence, death. With a watchtower in the middle, all of the cells face the tower in a circle called. This became more normal to produce compliant people asylums, schools the inspection house etc. The prisoners get the impression that they are being watched 24/7 surveillance.
