Leadership: need someone to politicize the issue (political entrepreneur) Resource mobilization theory: leaders mobilize individuals to think collectively. Collective movements are just a sum of individuals making their own rational decisions. Small group of leaders who can mobilize- money people resources result they can decrease some of the costs of participation. Political opportunity: changes in the political system or institutions that creates a new opening for collective action. Movements are based on opportunities presented to activist. Degree of openness soviet union- using the environment. Collective action overcomes the treat of the state.
