Laws were centralized in an empire and were more substantial than other laws. The feudal system had decentralized power, with indirect power of the overlords. Laws in the feudal system were customized between different areas and as a result were also decentralized. The similarities are that they both have the continuous element of the church, the (rule of) law and the fact that there is one leader. Charlemagne elected by the pope to be emperor. Mentioned in the lecture: the only definition of state being used is the one by roberts". In addition, in the tutorial it is warned against the concept of anachronism. The term as created by modern time has its roots in the middle ages, hence the time period.
