To perpetual peace natural state is one of war so peace must be established. Doctrine of conflict reduction- goods cross borders, troops don"t. Woodrow wilson believed spread of democracy can bring peace. States are main actors in international relations but ngos are playing bigger part. Economic interdependence discourages states from using force against eachother. America doesn"t dominate world, has to secure promote its interests, interplay with other countries. Us established as democracy, one class society, free enterprise. Peace is normal and if us is in war it is based on principles. Foreign policy is made by white house, foreign policy bureaucracy, society, congress, and they"re affected by international. Constitution gives right to conduct foreign policy to fed govt. Military force resolution 2001- allowed military action after 911. 1973 war powers act- if there isn"t congressional support troops leave after 60 days president has to tell congress he"s deploying troops. Us, great britain, france, ussr, china, all security council world wars.
