Li shaoqi and deng xiaoping"s ideas on economic growth. Liu and deng and the experts opposed the rapid collectivization of the rural areas. They wanted to keep capitalist farms and use economic incentives to encourage growth. In 1958, mao was forced to resign but still remained president of the ccp. From 1960-63, liu shaoqi programs were enacted. His policies were characterized by recovery from famine, limited growth, emphasis on education particularly engineering and science, expansion of private gardens for farmers. He was suspicious of the masses, especially those who rose in party rank because of their enthusiasm for ccp doctrine. Liu was determined to use capitalist means to increase food production, providing peasants with incentives to better their own situation and in turn, the community"s.
