In the meantime, the iraqis try to improve their geographical position by putting pressure on kuwait. Iraq argues that we have a small coastline and we only have basra. And they start building umm qasr with soviets which is a soviet military base. The shah"s and the british have an issue. After 1967: the suez canal was closed so soviet ships had to go around. Iran has a military alliance with south africa, so every time a soviet ship went, south africans would inform us if the ship went up to south asia. They would know vietnam is getting help. If the ship goes north, then it is going to umm qasr. The big problem is umm qasr is that it is very close to kuwait. And the islands of bubiyan and warba become the main issue between relations in iraq and kuwait.
