No country has a ministry of war now it"s defense department , american changed it in 1947. Now armed forces are called defense forces. Israeli in 1982 occupied lebanon called it self-defense, 1984: us mined nicaraguan harbors, it was called an act of self- defense. Soviet union instead used it differently install a puppet government and then ask them to invite you like in czechoslovakia and in afghanistan in 1979 through a puppet. Collective security didn"t work due to ideological differences: cold war: democracy v/s communism. Collective security is concerned with jus in bello: - laws in war that are the laws of war called humanitarian law. All societies have laws of war codes of war.
