CAS GE 100 Lecture Notes - Lecture 4: Social Discount Rate, Embedded System
Document Summary
Some problems are already affecting the world"s poor. Some problems can"t be overcome by helping current generations. It is unfair to demand that poor countries reduce their emissions especially for the sake of future people. They have not emitted very much thus far. Many future people are likely to be better off/richer than the current poor. Developed countries should shoulder most of the burden (at least initially) of reducing emissions. They are causally responsible for most of the cumulative emissions contributing to climate change. Emit much more per capita than developing countries. A good proportion of emissions are for luxury goods, not subsistence. Richer on average and so more able to bear the burden of reducing emissions. Or at a minimum, developed countries should pay for reductions in developing countries. Argument that we should be focusing on adaptation rather than mitigation because it is less expensive.
