A system of shared values and norms: values: a principle, standard or quality considered desirable, norms: unwritten rules and expectations of conduct which prescribes a type of behavior. Culture shapes employee behavior: rewards and reinforces appropriate behavior, punishes and isolates violators of the culture. Recruit and select employees who fit the culture. Management maintains the status quo and keeps things as they are: planning, organizing, leading, controlling. Leadership changes the status quo and moves people in a new direction: agenda setting, aligning, inspiring, monitoring. Leadership = a match between what a leader offers and what followers want.
